Portugal’s citizenship clock gets longer

Portugal’s Nationality Law now sets a 10-year residency requirement for naturalization for most non-EU, non-CPLP foreign nationals, up from 5 years. For EU citizens and CPLP nationals, including Brazilians and Angolans, the threshold is 7 years. The residency clock starts when a residence permit is issued, not when an application is filed.

Applicants also need A2 Portuguese or better, plus proof they understand Portuguese culture, history, citizenship duties and democratic principles. The amended law was promulgated by President Marcelo Rebelo de Sousa on May 3 and takes effect the day after publication in the Diário da República, which should be soon.

Who feels the change

The longer timeline affects expats, digital nomads on D8 permits, Golden Visa investors and other long-term residents who were counting on Portuguese citizenship. Because AIMA processing delays can stretch permit approval by 1 to 3 years, the total path to a passport can now run past 11 years for some applicants.

Tourists and short-term visitors aren't affected. Permanent residency still remains available after 5 years and citizenship through descent or marriage is unchanged.
