Vietnam sponsors face delays as Business VNeID becomes the sole login method

Business VNeID replaces token logins for Vietnamese sponsors
Vietnam cut off the old company e-signature and token login for immigration filings on June 1, leaving Business VNeID as the sole authentication method for sponsors submitting requests through the National Public Service Portal and the Ministry of Public Security portal.
The switch covers visa pre-approvals, temporary residence card applications, exit visa requests and similar sponsor-led submissions. Legal advisories reporting the change say no transition window was offered and no parallel offline channel opened alongside it, so organizations without a working Business VNeID account are effectively locked out of the portals.
The authentication framework sits under Decree 69/2024/Nฤ-CP, which governs electronic identification for organizations and foreign individuals in Vietnam.
Sponsors carry the burden, not the foreign hire
The direct users are Vietnamese companies and organizations that file paperwork on behalf of foreign staff. Expats whose employers handle their visa or residence card don't log in themselves, but a sponsor stuck without Business VNeID means stalled pre-approvals and delayed residence cards.
Short-stay tourists and digital nomads entering on e-visas aren't affected by the login change because they use separate channels. Foreign residents already holding a temporary or permanent residence card can register their own VNeID accounts for other government services, though that's a separate track from the organizational filing system.
A government push that began July 1, 2025 opened level-2 digital identity accounts to foreign residents with valid residence cards, part of a broader rollout extending VNeID into tax and administrative compliance.
Verify your sponsor is set up before filing
Foreign hires and contractors should confirm with their Vietnamese employer or immigration agent that a Business VNeID account is active and the staff handling filings can log in. Any in-flight application started under the old token method needs to be re-routed through the new authentication.
Foreign residents applying for their own VNeID account need a valid temporary or permanent residence card, passport, photo and fingerprints, with an in-person visit required for a level-2 account. The foreigner eID registration itself is free. No public fee schedule for Business VNeID registration appears in the official guidance.
