Vietnam will expand VNeID eligibility Sept. 28 from foreigners with temporary or permanent residence cards to anyone who legally enters or resides in the country.

Short-term visitors gain access

The change comes under Decree 320/2026/ND-CP, issued Aug. 13. It covers tourists on e-visas, short-term business visitors, digital nomads on longer visas, foreign residents and legally admitted children under 14.

Visa type and length will no longer determine eligibility. Foreigners must instead have entered or be residing in Vietnam legally, then request an account.

The decree also removes the previous Level 1 and Level 2 distinction for foreign users. Eligible applicants will receive a single type of electronic identification account.

Registration remains an in-person process

Foreigners must apply at the provincial police immigration office serving the area where they’re staying. Applicants will need to:

  • Present a valid passport or other international travel document

  • Complete Form TK01

  • Provide a registered mobile number and, if available, an email address

  • Submit facial images and fingerprints for identity checks

  • Install the official VNeID app and complete the required declarations

Short-term visa holders who want access don’t need to secure a temporary residence card first, but they must wait until Sept. 28 and visit the relevant immigration office. That’s the concrete step the expanded eligibility requires; registration won’t be completed solely through the app.

No specific application fee appears in the decree’s official guidance. Standard visa and residence charges remain separate under Vietnam’s residency rules.

VNeID replaces more paper documents

Approved users can access residency registration and other government services through the VNeID app. The decree allows integrated digital records to replace paper copies in administrative procedures where agencies accept VNeID.

The expanded system can hold 66 types of personal documents, including passports, visas, driver’s licenses, vehicle registrations and residence certificates. It can also integrate 140 types of organizational records, including business and investment licenses.

The official app is published by the Research and Application Center for Residents Data under Vietnam’s Ministry of Public Security.
