South Africa mandates online customs forms for all travelers within 24 hours of arrival

Every traveler crossing a South African border now has to file a customs declaration online before they move, whether they're carrying anything to declare or not.

The 24-hour digital declaration window

The South African Revenue Service made online customs traveller declarations mandatory on July 1, replacing paper forms for almost everyone entering or leaving the country by air, land, sea or rail. The declaration must be filed within 24 hours before departure through the South African Traveller Management System, either via the SARS Traveller Declaration Portal, the SATMS mobile app, the SARS MobiApp or by scanning QR codes at ports of entry.

The form asks for passport details, travel purpose, port of entry or exit, the address where travelers will stay in South Africa and companion details if relevant. SARS then emails a confirmation, which customs officers may ask to see before directing arrivals to the green or red channel. There's no fee.

Who has to file, who doesn't

The rule applies to South African citizens, permanent residents, tourists, expats, business travelers and remote workers using any of South Africa's ports of entry. Every crossing triggers a separate declaration, even a "no goods or currency to declare" one.

The main carve-out is for transit passengers who stay airside and never pass through immigration. SARS mentions limited paper-based exceptions for operational or accessibility cases but hasn't published the full list.

Currency declarations kick in at the Financial Intelligence Centre threshold of R100,000 (roughly $5,400) in cash or bearer instruments. Goods declarations require descriptions, quantities, serial numbers where applicable and values.

What to do before the flight

Fill the form on the last leg of the trip, not earlier. The 24-hour window runs from the final departure into or out of South Africa, so travelers with connections should wait until they're at the last airport before submitting. Save the confirmation email as a PDF or screenshot before boarding, since Wi-Fi at Johannesburg and Cape Town's arrival halls is inconsistent and officers will want to see it on the phone if they ask.

Business travelers should have their company or organization details ready. Anyone carrying more than R100,000 in cash needs the source of funds and reason for carrying it entered in the currency section before landing.
