Flight costs and seat supply are changing

The Philippines’ air market is under pressure from record fuel surcharges and possible airline capacity cuts, with the Civil Aeronautics Board raising surcharge bands to historic highs in April and keeping them elevated into May. The moves add thousands of pesos to some tickets and are being treated as interim measures until fuel prices settle.

Cebu Pacific has already lifted average all-in fares by as much as 26% and warned it may trim capacity later in the year if fuel stays expensive. Government fee cuts at some airports soften the hit a little, but they don’t come close to offsetting the fare jumps.

Travelers, expats and nomads will feel it most

Tourists flying into Manila, Cebu and Clark are facing fewer cheap seats and less room for last-minute bookings. More connections and longer layovers are likely on some routes if airlines scale back schedules.

Book earlier and watch the fee line

CAB fuel surcharge levels change at least twice a month and the rate in effect when a ticket is issued or reissued decides what gets charged. Rebooking during a higher-surcharge window can raise the total even if the original fare was lower.
