South Korea ended the in-person application requirement for most parents seeking a minor child’s entry and exit certificate, moving the process online through Government24 on Aug. 7.
Parents can now apply as legal representatives
Government24 has offered online entry and exit certificates since 2014, but minors were excluded because the system couldn’t verify parental authority. Parents previously had to visit an immigration office or local government office to apply on a child’s behalf.
The Ministry of Justice and Ministry of the Interior and Safety now verify parental status using family relationship records and government-held data. The certificate documents a person’s entries to and exits from South Korea during a selected period and is commonly requested for school registration, visa or tax matters.
Digital verification allows immediate issuance
Korean nationals and registered foreign residents can use the service for minor children with recorded travel to or from South Korea. It may be useful for expat families managing documents alongside South Korea’s residency rules, including when a parent or child is overseas.
Parents must log in to the Government24 website or app using an approved Korean authentication method, then search for “출입국에 관한 사실증명,” the Certificate of Entry/Exit Facts. An application may require a family relationship certificate issued in the child’s name.
When the system confirms parental authority, it issues the certificate online in real time. Online issuance is free.
Some applications still require an office visit
Parents must apply at an immigration or local government office if Government24 can’t confirm parental authority or if additional legal relationships require review. That can include cases where government family data doesn’t establish the applicant’s authority over the child.
Families needing a certificate for an upcoming school, visa or tax filing can submit online now, but those who fail digital verification will still need to budget time for an in-person application.
