While the changes aim to enhance border security and fund support programs for Japan’s growing foreign population, they represent a notable shift in the cost of long-term stays.
Who is affected
The fee hikes primarily impact expats and long-term residents, including those on digital nomad visas who plan to transition to other residency statuses or apply for permanent residency. Short-term travelers from 71 visa-exempt countries, such as the U.S., Canada, and EU members, will be the main group required to use the JESTA system for stays up to 90 days. Travelers from countries that already require a traditional visa, like China, are currently exempt from JESTA.
What to expect
The government has set new maximum limits for administrative fees, though actual costs may be lower than these caps. You should prepare for the following:
- Residency Extensions: Statutory caps are rising from ¥10,000 to ¥100,000, with actual fees expected to settle around ¥70,000.
- Permanent Residency: The ceiling for applications is jumping from ¥10,000 to ¥300,000, with expected costs near ¥200,000.
- JESTA Pre-clearance: Travelers must submit an online application with passport details and itineraries before flying. Approval is linked digitally to your passport, similar to the U.S. ESTA.
The new fee structure is targeted for implementation during fiscal year 2026. While JESTA pilots may begin sooner for specific regions, the full rollout for all visa-exempt travelers is expected by March 2029.
