Japan targets JESTA predeparture checks for visa-free travelers by March

Japan’s planned JESTA system will require visa-exempt short-term visitors to secure online approval before boarding a flight or vessel, moving initial screening from the arrival hall to predeparture checks.
JESTA is targeted for fiscal 2028
Travelers don’t need JESTA in August 2026. Japan aims to make the system mandatory by the end of fiscal 2028, a window running from April 2028 through March 2029, though officials haven’t published a firm start date.
Applicants will submit passport details, travel purpose, stay length, accommodation information and answers about criminal history, health and previous immigration violations. Carriers will check the resulting digital authorization before boarding, while approved low-risk travelers may use automated gates after arrival.
Japan hasn’t finalized the application fee, authorization validity or processing times.
Visa-free visitors face the extra check
JESTA will cover most nationals who currently visit Japan without a visa for temporary stays, generally up to 90 days for tourism, business or visiting family and friends. Cruise passengers and transit travelers who enter Japan temporarily are expected to need approval too.
Digital nomads entering as temporary visitors will fall under the same requirement. JESTA won’t grant work rights or replace the residence statuses covered in Japan’s residency rules.
Medium- and long-term residents returning with valid residence cards aren’t the system’s main target. Nationals who already need a visa will continue using Japan’s regular visa or eVISA process.
Prepare travel details before applying
Once applications open, travelers should have their passport, first accommodation, itinerary and any requested onward-travel documents ready before heading to the airport. Approval will be checked before boarding, so an incomplete or late application could stop the trip before departure.
