Azerbaijan approved a national tourism strategy Aug. 20 that establishes a dedicated digital nomad visa and expands visa-free entry to 34 target countries.
Planned remote work category and border expansion
The 2026-2030 tourism program introduces a specific "digital nomad" and "digital traveler" visa subtype, government records confirm. The multi-year plan also focuses on widening electronic visa access, upgrading multiple-entry e-visas and expanding on-arrival visa processing at border checkpoints.
Under the approved measures, travelers holding regular passports from 34 designated tourist markets will eventually receive visa-free entry rights. The government hasn't yet published the specific list of the 34 countries or the formal launch date for the remote work stream.
Existing entry rules and Gulf state allowances
Until the new category opens, remote workers visiting the country must use standard tourist channels outlined in Azerbaijan's entry options. The current electronic visa portal allows passport holders from 90 countries to apply entirely online without visiting an embassy.
Special entry rules also remain active for select nationalities. Citizens of Saudi Arabia, Oman, Kuwait and Bahrain can enter visa-free three times between Feb. 15, 2026 and Feb. 15, 2027, per government guidelines. Each stay is capped at 30 days, with a regular visa required starting on the fourth entry.
Pending requirements for applicants
Implementation rules for the nomad visa remain under development. The government hasn't released:
- Minimum monthly income thresholds or bank balance criteria
- Remote employment and foreign client verification rules
- Mandatory health insurance coverage minimums
- Application fees and processing timelines
Remote workers can't apply for the nomad category today, so anyone planning a stay in Baku or across the country should continue relying on standard single-entry or multiple-entry eVisas until the state publishes formal filing instructions.
