Tech nomads with foreign income can get Azerbaijan residence from Jan. 1

Azerbaijan has written digital nomads into its Migration Code, opening business visas and temporary and permanent residence permits to foreign remote workers in tech fields who earn their income abroad.
What the Oct. 22 decrees create
President Ilham Aliyev's decrees of Oct. 22 approved the package. It defines a digital nomad as a foreign national or stateless person who works remotely in digital technologies, artificial intelligence, cybersecurity or innovation and earns income from foreign sources. People with that status can get a business visa and, under certain conditions, temporary or permanent residence.
From Jan. 1, 2027, technology park residents who hold a residency certificate and meet the criteria get tax incentives for 20 years on income and profits from eligible activities, dividends from those activities and the property and land they use.
Residents don't have to be based inside a park. A separate 20-year income tax exemption covers highly skilled migrants earning foreign-source income under employment contracts with employers abroad.
The catch: technology park residency comes first
This isn't a standalone nomad visa. To get a residence permit, a nomad must be registered for tax purposes and operate as a technology park resident and must meet stable foreign-income requirements. Registration for park residency runs online through "mygov business." The package also clarifies mandatory state social insurance rules for digital nomads.
The official summary of the approved decrees doesn't give the income figures. In the draft that parliament's economic policy committee discussed Sept. 24, the business visa and temporary residence required an average monthly foreign income over the past six months of at least 13 times the minimum monthly wage and permanent residence required 26 times.
That draft capped temporary permits at three years, renewable for up to three years at a time and exempted nomads from the state language test for permanent residence. Applicants should check the final figures once the implementing rules are out.
Which nomads gain and which don't
Tech remote workers with foreign clients or employers: They're the target group. From Jan. 1 they can seek residence through technology park status and claim the 20-year incentives on eligible income.
Nomads outside tech fields: The status covers digital technologies, AI, cybersecurity and innovation. That means writers, marketers or consultants in other fields don't appear to fit the definition.
Anyone with Azerbaijani clients: The park rules define nomads as earning income exclusively from foreign sources, so local income falls outside the status.
Short-stay visitors: Nothing in the package changes ordinary tourist entry. Our Azerbaijan guide covers current entry options.
