United Kingdom expands visitor training and workshop rules starting Oct. 8

The United Kingdom will expand permitted visitor activities and clarify transitional application rules starting Oct. 8.

Permitted business and study changes

Under the existing framework, visitors entering the country face strict limits on professional development, including a rule requiring that any training received in the UK can't be available in their home nation.

Statement of Changes HC 584 eliminates that training availability restriction starting Oct. 8. The update also formally classifies workshops and debates as permitted business activities, placing them alongside standard meetings, conferences and seminars. Appendix V amendments clarify short-term study rules outside the Erasmus+ program, giving visiting professionals and remote workers attending corporate events clearer boundaries without needing a sponsored work visa.

Pre-Oct. 8 filing cutoff

The Home Office confirmed that any application for entry clearance, permission to enter, permission to stay or Electronic Travel Authorisation (ETA) submitted before Oct. 8 will be decided under the rules in force on Oct. 7. Applications submitted on or after Oct. 8 will be assessed under the updated provisions.

This transitional cutoff gives applicants a clear timeline. Travelers planning short-term professional training courses or industry workshops who need the broader activity permissions should ensure their entry clearance or ETA applications are submitted on or after Oct. 8 to access the updated terms under the United Kingdom's visitor regulations.

Existing ETA rules remain mandatory

These policy adjustments build on digital border requirements enforced since Feb. 25, which mandate that non-visa nationals from 85 countries secure an approved ETA prior to departure.

While the country doesn't offer a dedicated digital nomad visa, remote workers entering under visitor status can engage in permitted business activities, conferences and training, provided they don't take up local employment, per Home Office guidance. Subsequent HC 584 adjustments for skilled workers and settlement routes will roll out separately on Oct. 29, Nov. 30 and Dec. 9.
