Foreign nationals residing in Kenya for more than 90 days must complete a separate alien registration, even if they hold a fee-exempt regional permit.

Clarifying the split between permits and registration

Immigration authorities clarified Sept. 10 that the Class R permit for East African Community (EAC) citizens doesn't replace mandatory foreign-national registration. While the Class R permit carries a KES 0 processing fee and KES 0 issuance fee for eligible regional citizens, any foreigner residing in the country beyond 90 days must still register under the Kenya Citizenship and Immigration Act.

Short-term visitors staying under 90 days on a tourist pass or special pass remain exempt from the registration requirement.

Alien card costs and biometric requirements

Long-term residents and permit holders must file for a Foreign Nationals Certificate through the government eFNS portal. The process costs KSh 1,000 per year and requires an in-person biometrics appointment.

Applicants must upload:

• Completed online application form and passport biodata page

• Proof of lawful residence status, including an approved permit, student pass or dependent pass

• Two passport photos on a white background

• Previous alien card for renewals

Steps for remote workers and long-term arrivals

The clarification comes as authorities enforce stricter documentation rules across foreign business operators and long-term residents. Remote workers navigating Kenya's residency rules through the Class N digital nomad permit or other long-stay visas must treat the Alien Card as a mandatory second step rather than an automatic inclusion.

Anyone planning a stay longer than three months must submit their eFNS application, pay the KSh 1,000 fee and book biometric capture before their initial 90-day entry window expires.
