How the downgrade and exit clearance process works
Foreign workers and long-stay visitors leaving the Philippines from a work or long-term visa must downgrade to a 9(a) tourist visa, cancel their ACR I-Card and secure an Emigration Clearance Certificate (ECC) before departure. The Bureau of Immigration (BI) treats downgrading as a formal application filed at the Main Office, with the passport, ACR I-Card and supporting documents submitted in person.
In-person appearance for ECC applications at the BI Main Office and the PEZA Extension Office has been mandatory since Nov. 17, 2023, covering holders of downgraded or expired immigrant and non-immigrant visas along with certain long-stay tourists. Biometrics capture sits inside both stages, so the downgrade and exit path can't be handled remotely or by courier alone.
Who feels the squeeze
The rules hit a defined group hardest:
- Foreign employees on 9(g), 47(a)(2) and similar work visas wrapping up assignments
- Long-term residents with ACR I-Cards leaving for good, switching employers or clearing an overstay
- Digital nomads and long-stay visitors who've crossed the six-month threshold on tourist status and need an ECC
- Foreigners with expired or problematic visas being processed for departure
Short-term tourists staying under six months on clean status generally sit outside the ECC requirement and don't face the same in-person biometrics step for exit.
Costs, timing and what to file
Downgrading starts with a letter request to the BI Commissioner explaining the reason, submitted alongside the passport and ACR I-Card at the BI Main Office. Stamping of the new 9(a) visa typically takes 1 to 2 business days once documents are complete and the ECC should be filed at least 72 hours before the planned flight to avoid airport delays.
Posted downgrading fees at the Main Office, excluding ECC and ACR charges:
- Visa still valid: PHP 2,520 standard, PHP 3,520 with express
- Visa expired within 59 days: PHP 3,520 standard, PHP 4,520 with express
BI notes fees may change without prior notice. Applicants who can't appear themselves generally need an authorized representative with notarized documentation, though biometrics still require the foreign national in person.
