Remote workers staying in Osaka face up to ¥500 ($3.40) per night in prefectural lodging taxes alongside a frozen market for dedicated short-term rentals.

Higher taxes and capped supply in Osaka

Osaka Prefecture taxes overnight stays starting at ¥5,000 ($34) per person per night, with fees ranging from ¥200 to ¥500 ($1.35 to $3.40) per night. The levy applies directly to hotels, ryokan and registered private lodgings known as minpaku.

At the same time, Osaka City stopped accepting new special-zone minpaku applications on May 29, 2026. The freeze halts the expansion of year-round vacation rentals, leaving travelers and remote workers reliant on existing stock or units operating under national restrictions.

Budget impact on nomad stays

For remote workers booking month-long stays in Osaka, the accommodation tax alone adds between ¥6,000 and ¥15,000 ($41 to $102) per person for a 30-day visit.

Supply constraints compound those costs across central neighborhoods. Standard rentals registered under the Private Lodging Business Act are legally capped at 180 days per year. Because new special-zone exemptions are closed, landlords can't convert additional residential units into full-time tourist rentals, keeping flexible short-term supply tight.

Stricter monitoring and stay verification

Osaka City is monitoring 2,817 certified special-zone lodgings under its fiscal 2026 enforcement plan, backed by the power to revoke permits for rule violations. In July 2026, national tourism authorities confirmed that local governments may also restrict private lodging operating limits down to zero days in specific zones.
