Japan weighs language course requirement for permanent residence applications

Japan currently screens long-term visa renewals and permanent residence applications without course-completion proof, but a government working group convened Aug. 19 to design a language and daily-life program that could later influence those decisions.
Course completion could affect residency decisions
A July Ministry of Justice project team report proposed recording enrollment and completion under the provisional Japanese Language and Lifestyle Learning Program. Immigration officials could use that record when assessing certain residence status renewals and permanent residence applications.
Completion may eventually become a formal permanent residence requirement. That would tighten current rules, but no law or ordinance has approved the change and the Immigration Services Agency’s existing application procedures don’t require participation.
Pilot courses are targeted for fiscal 2028
The government plans to build a course management system and outline the curriculum during fiscal 2027, which runs from April 2027 through March 2028. Trial courses are targeted for fiscal 2028, from April 2028 through March 2029.
Modules would cover basic Japanese for daily life and work, plus taxes, social insurance, health care, disaster preparation, administrative procedures, waste separation and community rules. Officials are considering online study before arrival, followed by classes through municipalities, language schools or employers. Basic instruction may be free for a limited period.
Long-term residents are the likely target
The proposal focuses on medium- to long-term foreign residents, including workers, students, dependents and permanent residence applicants. Family members may be asked to participate as well.
Short-term visitors aren’t expected to be covered. Nomads using another qualifying long-term status could eventually face the requirement, while tourist stays fall outside the proposal. The distinction matters when comparing the plan with existing options for moving to Japan.
No applicant needs to submit course records now. Long-term residents planning a permanent residence application during or after the fiscal 2028 pilot should check the final Immigration Services Agency rules before filing, because the government hasn’t decided when or whether completion will become mandatory.
