Thailand has officially retired the traditional paper-based "Blue Book" in favor of a fully digitized e-WorkPermit system. While the platform originally rolled out in late 2025, the transition period for manual filings ended in January 2026. The system is now the mandatory standard for all foreign employment authorizations in the Kingdom.
Managed by the Department of Employment, the portal handles everything from initial applications and renewals to cancellations. The process is now integrated with the ThaiID app, requiring identity verification for company directors and digital biometric scans for workers.
Who is affected
This shift primarily impacts expats employed by Thai companies or BOI-promoted firms. If you are working locally, you must now maintain a scannable QR code permit within the ThaiID app rather than carrying a physical booklet.
Digital nomads on the DTV (Destination Thailand Visa) or LTR (Long-Term Resident) visas generally remain exempt from this system, provided they are working for foreign clients and not engaging in local Thai employment. However, if you transition into a local role or start a Thai entity, this digital registration becomes a mandatory compliance step.
How the process works
The new workflow is designed to be streamlined, though it requires strict adherence to digital identity protocols.
- Registration: Employers must register on the official DOE portal and verify their identity via the ThaiID app.
- Documentation: Contracts, qualifications, and photos are uploaded digitally; the system now supports urgent 15-day processing.
- Biometrics: Once the digital application is approved and fees are paid, workers must attend a service center for a facial and iris scan.
- Digital Issuance: Upon completion, the digital permit is issued instantly to the worker's mobile device.
The system operates 24/7, allowing for real-time status tracking. While the digital shift removes much of the old bureaucracy, the biometric requirements mean a physical appointment is still a necessary final step for security.
