Morocco suspends visa authorization letters for Taiwanese travelers

Taiwanese passport holders lost their standard route into Morocco this week, with the visa authorization letter process suspended at the Moroccan Embassy in Japan and no replacement channel announced.

What changed at the entry point

Morocco stopped accepting visa authorization letter applications from Taiwanese travelers on July 23, 2026, according to notices circulated by Taiwanese travel operators. One report puts the internal cutoff at July 20. Taiwan's Ministry of Foreign Affairs confirmed on July 24 it's checking the reports and has instructed overseas missions to seek clarification, but Rabat hasn't issued a public explanation and Taiwan has received no formal reply.

The letter, known as the VCL, is the document Taiwanese passport holders normally present at a Moroccan airport to be issued an entry stamp of 14 or 15 days. Without it, there's no established alternative for Taiwan nationals to board or clear immigration. Lion Travel, one of Taiwan's largest agencies, has halted acceptance of Morocco visa applications and is refunding deposits.

Who is affected and what to do

The suspension hits Taiwanese passport holders across every category: tourists, business travelers, transit passengers (Morocco requires a transit visa for Taiwan nationals) and anyone considering longer stays under Morocco's residency framework. Travelers holding a passport from a country with visa-free or visa-on-arrival access to Morocco aren't affected.

Taiwan's MOFA is advising citizens to carefully evaluate any planned Morocco trip and avoid booking non-refundable flights or accommodation until the situation clarifies. The old application pipeline previously took one to two months, so even if the embassy reopens intake tomorrow, anyone with a departure inside 60 days should assume the trip won't happen on the original dates.

Documents and fees, for reference

Before the suspension, the VCL application required a passport copy, application form, photos, round-trip flight booking, hotel booking, bank statement, ID copy and travel insurance, filed through the Moroccan Embassy in Japan. On arrival, travelers paid roughly 2,000 yen equivalent in local currency to convert the letter into an entry visa. None of that route is functional right now and MOFA hasn't said whether the pause is administrative or a policy shift.
