What Malaysia is enforcing at tourist hotspots
Malaysia is stepping up enforcement of existing rules on scooters, vaping, prescription drugs and drones for international visitors. Police and other authorities are using roadblocks, spot checks and confiscations, with fines and criminal penalties possible in some cases.
A valid International Driving Permit stamped for motorcycles is required to rent and ride a scooter legally. Home-country licenses alone aren't enough and roadblocks are common in tourist areas such as Langkawi and Penang.
Who feels the risk most
Tourists, digital nomads and expats are the main groups affected. The rules tend to show up in everyday activities, including short scooter rentals, public vaping, carrying medication and flying a drone for content work.
Public vaping in non-smoking areas, including restaurants, parks and airports, can bring fines of up to RM10,000. Prescription drugs such as ADHD stimulants need a declaration, a doctor’s prescription, original packaging and, in some cases, prior Ministry of Health approval. What to sort out before you go
Nomads should apply for an IDP before travel, carry it with the home license and use only rentals that accept the permit. Medication should stay in original packaging with a doctor’s letter and anything restricted should be declared at customs.
