Israel offers olim and returning residents a 5 year tax break on local income

Israel’s tax law gives new immigrants and veteran returning residents a five-year exemption on Israeli-sourced personal services income if they become tax residents between Nov. 5, 2025 and Dec. 31, 2026. The law, approved March 30, covers income from 2026 through 2030 and is prorated for arrivals in 2026. It excludes passive income such as dividends and rent.
The break sits on top of Israel’s existing 10-year exemption for foreign-source income. It also sets caps that change by year: 600,000 NIS in 2026, 1 million NIS in 2027 and 2028, 350,000 NIS in 2029 and 150,000 NIS in 2030.
Who gets it
The benefit mainly targets olim and returning residents who hold the right certificates and become Israeli tax residents during the eligibility window. It can apply to salaries and self-employment income earned in Israel, which means active workers stand to gain more than retirees living off passive income.
There are limits. Related-party income gets a reduced cap of 140,000 NIS through 2029 and anyone who spends fewer than 75 days in Israel during 2028 or 2029 can lose eligibility. Foreign companies can also benefit when eligible people generate Israel-source income through their work, which can reduce permanent-establishment risk.
What applicants need to do
Applicants need the proper status first: an oleh visa or a Veteran Returning Resident Certificate from the Ministry of Aliyah and Integration. They then claim the benefit through normal tax filing with the Israel Tax Authority.
The rules are already in force, so arrivals after Nov. 5, 2025 can fall under the retroactive window if they qualify.
