Those staying on tourist status can't, because the tourist visa is a temporary stay permit for rest or recreation and doesn't generate the resident ID the health system requires.

Tourists are excluded outright and need private travel medical coverage instead. Children follow age-specific rules: under 7 requires only visa registration, ages 7 to 17 must process the Cédula within 15 calendar days of visa issuance and turning 18 triggers a new Cédula within the same 15-day window.
