Quebec spouses gain open work permits under June 5 policy
Ottawa opened an open work permit route on June 5, 2026 for spouses and common-law partners of foreign workers whose principal applicant was invited under Quebec's PSTQ and has filed a Demande de sélection permanente (DSP). It replaces the narrower Quebec work-permit policy signed March 12, 2026 and runs through Dec. 31, 2026 unless revoked earlier.
What changed versus the March policy
The March 12 framework kept spouses tied to the principal applicant's employer-specific pathway without a dedicated open work permit lane. The June 5 public policy carves one out and it waives a rule that would normally block a permit for someone who has done unauthorized work or study in Canada or breached prior permit conditions, per IRCC. That waiver is the substantive shift. Applicants otherwise inadmissible on those grounds are now reachable.
To qualify, the principal applicant must have been invited through PSTQ, submitted the DSP and satisfy one of three Quebec employer-specific work-permit scenarios listed in the policy. The spouse or partner must be named as an accompanying family member on the permanent selection application and hold valid temporary resident status or status that lapsed within the prior 90 days with a restoration application filed.
The policy covers applications received on or after June 5 and those already pending on that date. IRCC directs applicants to file electronically. Standard work-permit and restoration fees still apply. No fee waiver is written into the policy.
Who needs to move now
Any spouse currently on maintained status, visitor status or lapsed status inside that 90-day window should file before the Dec. 31, 2026 expiry. Waiting risks losing the waiver on prior noncompliance if the policy isn't renewed. Households already mid-assessment on a DSP are the clearest beneficiaries, since the open permit removes the employer-specific tether during the CSQ wait. Anyone on a broader Canada residency track outside Quebec's PSTQ isn't covered.
Consultant oversight tightens July 15
Separately, federal regulations strengthening the College of Immigration and Citizenship Consultants (CICC) take effect July 15, 2026, expanding complaint and discipline powers, adding reporting duties and setting up a compensation fund for victims of dishonest conduct. An expanded public register of licensed consultants follows in April 2027, letting applicants verify a representative's standing before paying for advice.
