Canada has extended emergency Ebola border measures through Sept. 28, keeping mandatory screenings, entry bans and strict isolation rules in place for travelers arriving from central Africa.
Stricter transit and entry rules by country
Foreign nationals who visited or transited the Democratic Republic of the Congo (DRC) in the previous 21 days can't enter Canada, board flights to the country or transit through Canadian airports.
Travelers arriving from Uganda or South Sudan face fewer entry prohibitions but must clear a mandatory health check on arrival and commit to a 21-day quarantine. Canadian citizens and permanent residents may return from any of the three countries, though they remain subject to airport health screening and the 21-day isolation requirement.
Immigration, Refugees and Citizenship Canada has also paused new visa processing and suspended existing temporary resident visas for applicants whose primary residence is in DRC, Uganda or South Sudan through Sept. 28.
Layover penalties and arrival quarantine requirements
Border rules apply without exception to layovers and refueling stops. Remote workers and nomads planning regional flight itineraries must avoid booking connections through DRC, Uganda or South Sudan if they plan to enter Canada within three weeks, as even an airport transfer triggers the full quarantine or boarding ban.
Eligible arrivals must present a credible 21-day isolation plan covering private lodging, contactless food access and zero exposure to vulnerable individuals. Travelers lacking an approved self-isolation setup will be transferred to a government-managed quarantine hotel, according to the Public Health Agency of Canada.
