That's elevated but well below the 32.5% overall offshore refusal rate Australia hit in February 2026, the highest monthly figure in about two decades.
The driver is a Genuine Student requirement that replaced the older Genuine Temporary Entrant test, rolled out in 2024 and fully embedded by 2025. A traffic-light priority processing model under Ministerial Direction 115 took effect Nov. 14, 2025, sorting offshore applications by the compliance record of the sponsoring institution. South Asian markets like Nepal (65% to 73% refusal) and Bangladesh (45% to 51%) are bearing the brunt, with Vietnam treated as a comparatively lower-risk source.
Who feels the squeeze
Vietnamese subclass 500 applicants with thin financial evidence, templated statements of purpose or vague study-to-career links are the ones getting rejected, the Department of Home Affairs said. Officials have flagged uniform-style bank statements and generic intent letters as red flags.
The crackdown also targets people using study as a back-door migration route. Holders of visitor or Temporary Graduate visas who wanted to switch to student status from inside Australia now generally have to apply offshore. Long-term travelers and digital nomads who treated the student visa as a stay-extension tool are squarely in scope.
What applicants need to bring
Vietnamese students applying for the subclass 500 must show:
- AUD 29,710 per year in living costs, plus AUD 10,394 for a partner and AUD 4,449 per dependent child
- A visa application charge of about AUD 2,000, up from roughly AUD 1,600
- IELTS 6.0 overall for most programs, with higher thresholds for some post-study work pathways
- A Genuine Student statement linking the course to prior study or work and realistic career outcomes
