Armenia requires 5,000 AMD fee and mandatory registration for tour guides

Armenia is replacing its informal tourism economy with a mandatory state registry, imposing administrative fines and potential criminal liability on unauthorized tour leaders, accommodation hosts and travel agencies.

Mandatory registration replaces informal tours

Previously, independent guides and small hospitality hosts could operate across the country without formal state licensing. Under the regulatory framework that took effect July 1, all commercial tourism providers must submit an electronic declaration through the government portal at notify.tourism.gov.am.

Only registered individuals and businesses maintain the legal right to provide tourism services, the Ministry of Economy confirmed. For tour guides, mandatory qualification standards take effect Sept. 1, requiring applicants to upload professional credentials to the Tourism Committee platform. Foreign nationals operating tours without official accreditation face direct fines under Armenia's administrative code, per official legal texts.

Digital filing and annual state fees

Filing runs through the national Yesem digital identification system, which issues an indefinite registration to cut down on physical bureaucratic visits. Operators must pay a tiered annual state fee depending on their commercial scope:

• AMD 5,000 ($13) for individual tour guides
• AMD 50,000 ($130) for standard travel agencies and guesthouses
• AMD 150,000 ($390) for major tour operators and hotel facilities

The notification platform is live for testing and qualification submissions ahead of its final operational deadline on Oct. 15, the Tourism Committee reported.

Impact on foreign residents and hosts

The regulation doesn't apply to regular tourists visiting the country. But expats, digital nomads and foreign residents who run paid hiking trips, city excursions, wine tours or boutique guesthouses are fully covered under the statute.

Anyone earning commercial income from guiding or hosting while living in Armenia must obtain official qualification documents and complete their portal notification before guiding clients or risk administrative sanctions and loss of commercial operating rights.
