Travelers driving into Singapore from Malaysia will soon face an automated document check before they reach the border.

Digital verification blocks incomplete arrival cards

Starting Oct. 6, travelers entering Singapore through the Woodlands or Tuas checkpoints in a foreign-registered car can't complete the mandatory electronic SG Arrival Card without a valid Vehicle Entry Permit. The Immigration and Checkpoints Authority announced the update Sept. 22, confirming that the SG Arrival Card system will automatically check permit status during submission.

The change creates an advance screening gate rather than a new permit category. In the past, motorists could submit their arrival cards online and risk being turned back at the border if their vehicle paperwork failed inspection. Under the integrated system, both drivers and passengers will receive an immediate warning and an application block if the car lacks an approved permit. Travelers must resolve the vehicle permit or switch to cross-border buses, taxis or trains before making the trip, the agency reported.

The restriction applies initially to foreign-registered passenger cars. Singapore plans to expand the digital permit verification to other vehicle categories at land crossings over time, though authorities haven't released a timeline for motorcycles or commercial vehicles.

Permit timelines and border filing windows

Foreign-registered vehicles must maintain valid permits and Singapore-compliant motor insurance for the duration of their stay, even when parked. Submission of the electronic arrival card remains free through the official MyICA Mobile app or the agency's web portal and travelers must file within three days of arrival.

Processing times for vehicle permits require significant advance planning:

• Malaysia-registered cars: Drivers must secure an approved permit, road tax validation, valid insurance and an Autopass card at least two weeks before travel.

• Thailand-registered vehicles: Motorists must fulfill standard entry terms and secure additional coverage from a Singapore-based insurer for their entire visit.

• Other foreign-registered passenger cars: Owners must apply for an International Circulation Permit or Visitor's Permit at least one month before entry.

• Social visit pass holders: Permits are valid for up to 14 days upon entry and extensions must be requested at least five days before expiration.

Singapore citizens, permanent residents and long-term pass holders entering via land checkpoints remain exempt from submitting the arrival card itself. Those exemptions don't relax vehicle ownership rules. Under the Land Transport Authority's regulations, Singapore residents and most local pass holders can't drive or keep foreign-registered vehicles in the country, detailed further in Singapore's border guidelines.

Current fees and upcoming fine enforcements

The digital check doesn't change the base costs for driving into Singapore. Passenger cars receive 10 free days per calendar year, after which the permit fee is 35 Singapore dollars (around $27) per day. A Reciprocal Road Charge of 6.40 Singapore dollars ($4.95) applies per entry, alongside checkpoint toll fees and a five-dollar ($3.85) daily Electronic Road Pricing charge for cars without a local in-vehicle unit.

A stricter enforcement policy begins Nov. 2. Starting on that date, foreign-registered vehicles with unpaid Singapore traffic, parking or emissions fines will be barred from applying for or renewing permits. Because fine settlements take up to two days to register across agency databases, drivers with outstanding citations must clear balances well before their two-week application window.

A broader pricing overhaul takes effect Jan. 1, 2027, which will eliminate the 10 free days and revise flat-rate road pricing for foreign vehicles.
