Mandated travel insurance becomes a binding entry condition for Tanzania on Oct. 1

Foreign travelers entering Mainland Tanzania must buy government-mandated travel insurance from Oct. 1, 2026, ending regulatory limbo following initial policy proposals in July 2025.

Shifting from proposal to enforceable border requirement

The Minister for Finance formalized the mandate under the Insurance (Inbound Travel Insurance) Regulations, 2026, issued via Government Notice No. 256 on Sept. 4, 2026. While Tanzanian officials floated inbound insurance plans in mid-2025, enforcement remained paused until the formal publication of gazetted rules.

The finalized framework converts the proposal into a binding entry condition across all international airports, seaports and land crossings into Mainland Tanzania, law firm FB Attorneys confirmed in a Sept. 15, 2026 legal update.

Flat $44 fee, 92-day validity and core coverage

Arriving foreign visitors must hold a state-approved policy costing the Tanzanian shilling equivalent of $44. Each policy remains valid for a maximum of 92 days from the official date of arrival. Law-firm summaries of the regulations say it also allows multiple entries across Mainland borders throughout that window.

Visitors planning stays past the 92-day mark can't roll over existing coverage and must purchase an entirely new policy for each subsequent block. Premiums remain non-refundable aside from formal trip cancellations or narrow exceptions outlined in contract terms, according to the same summaries.

The statutory policy requires four baseline protections:

• Emergency medical treatment

• Emergency medical evacuation

• Emergency repatriation

• Compensation for lost luggage

Specific claim limits and sub-caps aren't fixed within the baseline government notice; individual policy schedules issued at purchase determine exact financial ceilings.

SADC exemptions and border point enforcement

The mandate applies strictly to non-citizens entering Mainland Tanzania, but the law carves out specific regional exemptions. Legal residents of East African Community (EAC) partner states and Southern African Development Community (SADC) partner states don't need to buy the policy, according to law-firm summaries of the regulations.

All other foreign arrivals must obtain the policy either online prior to departure or directly at designated entry points upon arrival. Those summaries also say arriving at a border post without valid cover is a ground for refusal of entry under Regulation 4(4).

The state-run National Insurance Corporation (NIC) acts as the exclusive primary underwriter, though other registered insurers may issue policies through direct partnerships with NIC subject to clearance from the Tanzania Insurance Regulatory Authority (TIRA).

Practical impact for nomads and extended stays

For remote workers and seasonal travelers planning long stays in Tanzania, the regulation adds a fixed recurring cost rather than a one-time annual entry clearance. Anyone staying on extended tourist visas must factor an extra $44 into their overhead every 92 days, even if they already hold private international health coverage from an outside global provider.

A Ministry of Finance public notice set Oct. 1, 2026 as the start of implementation for foreign visitors entering Mainland Tanzania. Zanzibar has required its own $44 inbound policy since Oct. 1, 2024.

Under the multiple-entry reading in those summaries, travelers leaving for regional side trips into neighboring countries like Kenya, Rwanda or Mozambique can re-enter Mainland Tanzania on their existing policy without paying an additional fee, provided the return crossing falls within the original 92-day arrival window.
