Travelers arriving in Ghana with more than two mobile phones face closer questioning at airport customs, though extra devices do not automatically attract import duty.

How customs officers evaluate extra devices

Aaron Kanor, Commissioner of the Ghana Revenue Authority (GRA) Customs Division, told a Sept. 2 media briefing at Kotoka International Airport that travelers should not bring more than two phones and that devices beyond that would be treated as commercial importation.

The GRA clarified on Sept. 3 that carrying more than two phones is not an automatic rule for duty. Officers judge each case on whether the phones are genuinely for the passenger's personal use or are being brought in for another person, for sale or for distribution, citing the Exemptions Act, 2022 (Act 1083).

Used devices that officers can verify as work or personal tools fit the personal-use test most easily. Boxed smartphones in retail packaging, several units of the same model and sealed high-end electronics point toward a commercial import, even when carried as gifts for relatives.

Import duties and border clearance steps

When customs treats electronics as commercial cargo, duties and levies are assessed on the combined cost, insurance and freight (CIF) value of the goods.

Digital nomads traveling to Ghana with several phones should keep work devices unboxed and set up with active profiles to show personal use. Anyone carrying boxed hardware or electronics meant for others should declare them at the Red Channel rather than pass through the Green Channel.

Correction, Oct. 2, 2026: An earlier version of this article said the GRA set a Sept. 5 rule under a Customs Act, 2026 that taxes travelers carrying three or more phones, and it listed duty rates and a duty estimate for one phone. The GRA warned on Sept. 2 and clarified on Sept. 3 that more than two phones do not automatically attract duty, with officers deciding case by case under the Exemptions Act, 2022, when this article was published. The rates and estimate were removed because no official source supported them.
