Aruba's proposed $25 visitor fee for overnight nomads wouldn't replace $20

A proposed $25 visitor fee in Aruba would add to arrival costs for eligible overnight visitors, potentially including digital nomads. The Sustainable Tourism and Resilience Fee remains part of a draft tourism plan, not an approved charge, NoticiaCla and Bon Dia Aruba reported Sept. 30.
The proposal is separate from the existing $20 Sustainability Fee for air arrivals. It isn't a plan to raise that charge to $25, The Peoples Tribune reported.
Other charges in the draft
The Aruba Strategic Tourism Implementation Plan 2026-2031 proposes a $10 increase in the Tourism Product Fee, a $25 Marine Conservation Fee for recreational divers and a one-percentage-point increase in room tax. It includes a $5 increase in the cruise passenger head tax and a possible rental-vehicle levy.
The new visitor fee would feed a protected National Tourism Resilience Fund for extraordinary emergencies, rather than routine government spending.
Arrival costs for visiting nomads and resident expats
For a visiting nomad liable for both arrival charges, the budget calculation is $45 instead of $20 if the existing fee remains unchanged. That's $25 more for that arrival, not a stated monthly living-cost charge.
Resident expats are exempt from the existing Sustainability Fee. Repeat travelers returning within one year are exempt under the fee operator's policy. Those exemptions can't be assumed to apply to the separate proposal.
Eligibility and a start date remain unsettled
The draft targets eligible stay-over visitors but doesn't define all exclusions. Final exemptions, collection arrangements and a precise start date remain unresolved. The financing framework envisages implementation beginning in 2027, subject to government decisions and necessary legislation.
Later coverage on Oct. 7 still described proposed tourism fees. The current $20 charge continues through the online Embarkation & Disembarkation Card system; the draft $25 charge isn't an additional payment requirement today.
