Personal income tax rates (NDFL) since 2025: 13% up to RUB 5 million, 15% above (residents); 30% non-residents to Tax residents pay a progressive rate on employment and similar income: 13% up to RUB 2.4 million a year, 15% from RUB 2.4 million to 5 million, 18% from 5 million to 20 million, 20% from 20 million to 50 million and 22% above 50 million. Non-residents pay 30% on most Russian-source income; some categories (such as highly qualified specialists and patent workers) use the resident scale.
