Romania mandates online D/AM1 and D/AM2 visa filings as of Aug. 8

Romania replaced separate paper work permits with a mandatory online application covering work authorization and long-stay employment visas on Aug. 8.

One portal replaces the IGI counter

Under Government Emergency Ordinance No. 32/2026, employers now submit D/AM1 and D/AM2 cases through WorkinRomania.gov.ro. There’s no paper or Immigration Inspectorate counter alternative for new applications.

The single electronic file combines the worker’s job offer and personal documents with the request for work authorization. Romanian employment authorities review the case online and, if approved, issue a digitally signed authorization used to process the employment visa.

The ordinance took effect April 27, followed by a testing and employer-registration period through Aug. 7. The full filing mandate began the next day.

Employers carry the filing burden

Romanian employers and licensed placement agencies must register on the portal before submitting cases for non-EU, non-EEA and non-Swiss workers. Authorities can check the employer’s business activity, tax standing, labor-law record and sector licenses through the system.

D/AM1 covers highly qualified workers and certain specialist categories. D/AM2 applies to permanent, seasonal and cross-border workers in shortage occupations, including jobs in construction, agriculture, logistics and hospitality.

Tourists, EU citizens and remote workers using Romania’s separate digital nomad route aren’t covered. Those routes remain distinct under Romania’s residency rules.

Applications filed from Aug. 8 must be digital

The immediate action falls on employers preparing new D/AM1 or D/AM2 applications from Aug. 8 onward: They must register and file through WorkinRomania.gov.ro rather than seek a standalone work permit from the Immigration Inspectorate.

Permits issued before Aug. 8 remain valid under their original terms, so current holders don’t need to refile solely because the system changed. A non-EU remote worker moving into local Romanian employment, however, will need a sponsoring employer to use the online process.
