Malaysia extends PRM 2.0 through May 31 for undocumented migrants

Program rules and current status

Malaysia’s Migrant Repatriation Programme 2.0 now runs through May 31, 2027 after the Immigration Department extended the voluntary amnesty window. The program lets undocumented foreigners leave the country without prosecution if they settle the required compounds and meet exit conditions.

Officials said the extension followed strong uptake, with 254,186 registrations from 112 countries between May 19, 2025 and April 29, 2026, generating RM127 million in revenue.

Who the extension covers

PRM 2.0 applies to undocumented migrants, including overstaying tourists, expats with lapsed permits and workers without valid papers. It doesn't cover people who signed up for earlier repatriation drives but never left, anyone already blacklisted by the department or those wanted by authorities.

Digital nomads on valid visas, including the DE Rantau Nomad Pass, aren't affected. Their status remains legal while the program targets people without current immigration permission.

What affected migrants need to do

Walk-in registration is now open, with no appointment required, in Peninsular Malaysia and Labuan. Immigration director-general Datuk Zakaria Shaaban urged undocumented migrants to come forward before enforcement action starts.

Fees depend on the offence. Overstaying or entering without a valid pass carries a RM500 compound, pass-condition violations cost RM300 and a special pass costs RM20 per issue. Children under 18 are exempt from fines, but still must pay the special pass fee.

Frequently asked questions

How long does Malaysia's Migrant Repatriation Programme 2.0 run?
It runs until 31 May 2027 in Peninsular Malaysia and Labuan. The program was extended by Malaysia's Immigration Department.
Who can use Malaysia's PRM 2.0 amnesty program?
Undocumented foreigners, including overstaying tourists, expats, digital nomads, foreign workers and visitors, can use it if they are not barred from the scheme. It does not cover people who missed earlier repatriation schemes, anyone blacklisted by Immigration, or those with arrest warrants.
How much are the compounds under PRM 2.0 in Malaysia?
The compound is RM500 for overstaying or entering without a valid pass, and RM300 for violating pass conditions such as working on a tourist pass. Foreign children under 18 are exempt from the compound.
What do I need to do to leave Malaysia under PRM 2.0?
Eligible people must go to an Immigration office or a designated PRM 2.0 counter with a passport and supporting documents. They then pay the compound and Special Pass fee before getting paperwork that allows departure without prosecution.
Do foreign children have to pay the PRM 2.0 compound?
No, foreign children under 18 are exempt from the compound. They still need to pay the RM20 Special Pass fee.
Can foreign spouses of Malaysians use PRM 2.0?
Not necessarily. The Immigration Department says some foreign spouses of Malaysians must regularize their status through the Visa, Pass and Permit Division instead of using PRM 2.0.
