Paraguay has shifted its approach to residency, moving from a hands-off policy to strict enforcement of physical presence requirements. While the country remains a popular hub for remote workers, the migration authority is now systematically checking entry and exit records to ensure temporary residents actually spend time in the country before upgrading to permanent status.
The 365-Day Rule
Under current enforcement, anyone holding a two-year temporary residency must not spend more than 365 consecutive days outside of Paraguay. If you exceed this limit, you lose your eligibility to transition directly to permanent residency. Instead, you will be required to apply for a two-year extension (Prórroga) of your temporary status, effectively doubling your wait time for a permanent permit.
Who Is Affected
This change primarily impacts digital nomads and "paper residents" who obtained residency for tax purposes but rarely visit. While you can still maintain your status by visiting once a year and keeping your Tax ID (RUC) active with monthly filings, the path to permanent residency now requires a more consistent physical connection to the country. Staying Compliant
To ensure a smooth transition to permanent status after your initial 21 months, you should keep your travel records organized. The migration office uses the official Movimiento Migratorio to verify every trip. Beyond physical presence, you will still need to provide proof of financial solvency, typically around $5,000 USD, and updated local police clearances.
