What MES means for manufacturing sector hires
Malaysia made the MIDA Expatriate System (MES) the sole submission platform for expatriate passes in manufacturing and selected services on June 1, ending parallel use of the legacy ESD Online and older Xpats Gateway channels for cases under MIDA's purview.
Run by the Malaysian Investment Development Authority, MES handles company registration, post approval, pass approval and ePass endorsement in one digital workflow. It plugs into the Immigration Department's MYImms system and is reached through Single Sign-On from the InvestMalaysia portal. Covered passes include the Employment Pass (EP), Professional Visit Pass (PVP), the new Employment Pass , Foreign Graduate (EP-FG) and Dependant Passes.
Applications filed before June 1 keep processing in their original systems.
Who falls inside the MES net
The change targets foreign professionals hired by Malaysian companies in manufacturing and selected services under MIDA's jurisdiction, plus their dependants. Short-term specialists arriving for installation, training or consultancy on a PVP are also routed through MES, as are foreign graduates of Malaysian universities using the EP-FG channel.
Tourists, casual visitors and remote workers on the DE Rantau Nomad Pass aren't affected. DE Rantau sits with a different authority and doesn't pass through MES. Expats in sectors regulated by other agencies, including education, healthcare and financial services under Bank Negara or the Securities Commission, continue using their existing approval channels.
Filing through MES: thresholds and fees
Companies must register or update their immigration account on InvestMalaysia, link it to Xpats Gateway, then apply for an expatriate post before submitting the pass application. Firms already registered with ESD still need a fresh InvestMalaysia account if they fall under MIDA sectors. Published processing time runs about 15 working days for complete files, roughly 10 with MIDA and 5 with Immigration.
Key EP thresholds:
- Key Post: minimum monthly salary of RM 15,000, often tied to senior strategic roles
- Term Post: minimum monthly salary of RM 5,000, time-bound professional roles
- Paid-up capital generally RM 250,000 to RM 500,000, with RM 1 million foreign paid-up capital for some Key Post scenarios
- Passport valid at least 12 months and clear of the Immigration suspected list
Indicative MIDA evaluation fees run about RM 2,000 for an EP and RM 1,200 for a PVP, before Immigration charges and visa fees. MyFutureJobs advertising is required for many roles unless exempt.
