Georgia’s permit rule is now in force

Georgia now requires most foreign nationals to get a work permit before doing paid work, freelancing or business activity in the country. The rule took effect March 1, 2026, after amendments to the Law on Labour Migration and Government Resolution No. 70.

The permit comes from the State Employment Promotion Agency under the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs. Foreigners without permanent residence need authorization even if they already hold a visa or temporary residence permit.

Who falls under the rule

The change affects foreign employees hired by Georgian companies, self-employed workers, freelancers and some business operators. It also matters for remote workers whose activity could be seen as tied to the Georgian market.

Permanent residents, refugees, asylum seekers, diplomats, holders of investment residence permits and some international staff are exempt. Tourists and short-term visitors who aren't doing paid work aren't covered.

How the process works

Employers must post jobs on worknet.moh.gov.ge for 10 working days before filing. Applications go through www.labourmigration.moh.gov.ge and standard processing takes 30 days, with expedited handling available in 10 working days.

The government set transition periods for some applicants, including self-employed foreigners active on March 1 and those already registered in the labor migration system.
