Estonia is doubling down on its reputation as a digital haven by streamlining the path to residency for startup founders and tech professionals. New amendments to the Aliens Act, rolling out through 2025 and 2026, aim to slash bureaucratic hurdles for companies in high-growth sectors. The government is notably lowering salary thresholds for top specialists to 1.5 times the average salary and proposing even lower requirements for shortage sectors like IT and manufacturing.

This shift primarily impacts non-EU entrepreneurs and skilled expats looking to plant roots in Northern Europe. If you are a founder with a scalable, tech-driven business model, you can secure a residence permit for up to five years, with the possibility of extending it to ten.

While the separate Digital Nomad Visa remains the go-to for remote workers earning at least €4,500 monthly, these new business permits are designed for those building companies within the Estonian ecosystem. Your roadmap to an Estonian residence permit

To get started, your business must first be vetted by a Ministry of the Interior expert committee. They look for innovation and global potential, usually focusing on companies that already have a minimum viable product.

• Apply for your Temporary Residence Permit (TRP) at a Police and Border Guard Board (PPA) office or an Estonian embassy.
