Cambodian travelers now face standard visa rules as Taiwan cuts TAC access

Taiwan ended conditional visa-free access and streamlined group-tour applications for Cambodian nationals on Aug. 1, leaving standard visas as the route for most future visitors.
Two entry routes have closed
Cambodians are no longer eligible for the Travel Authorization Certificate (TAC), Taiwan’s Ministry of Foreign Affairs said. The certificate previously allowed qualifying travelers to make multiple visits of up to 14 days without applying for a standard visa.
The Guanhong Project, which provides electronic visas for approved Southeast Asian tour groups, stopped accepting Cambodian applications on the same date, the Tourism Administration confirmed. The ministry announced both changes July 17.
Existing e-visas remain valid
The change isn’t retroactive. Cambodian travelers with already-approved Guanhong e-visas may still enter Taiwan while those documents remain valid.
Cambodian passport holders without an approved group e-visa must now select the appropriate visa and apply through a Taiwanese overseas mission before traveling. Tour agencies can’t submit new Guanhong applications for Cambodian groups, so nomads and other travelers planning time in Taiwan should account for the standard application process before departure.
Officials haven’t created a special fee or replacement program for Cambodian applicants. The tighter rule applies to tourists, short-term visitors, expats and digital nomads holding Cambodian passports.
Other Southeast Asian programs continue
Nationals of India, Indonesia, Vietnam, Myanmar and Laos remain eligible for the TAC and Guanhong programs through Dec. 31, 2027. Taiwan separately extended trial visa-free entry for travelers from Thailand, Brunei and the Philippines through July 31, 2027.
Taiwan reviewed the programs to balance tourism promotion with border and security concerns, officials said. The Ministry of Foreign Affairs tied any future restoration of streamlined entry for Cambodians to Cambodia’s policy toward Taiwan.
