Taiwanese tourists regain access to Morocco Visa Confirmation Letters

Morocco resumed accepting tourist Visa Confirmation Letter applications from Taiwanese passport holders on Sept. 21, restoring a consular route halted since midsummer.

Restored tourist entry through Tokyo

The policy change strictly covers tourism. Taiwan passport holders seeking to visit Morocco can once again apply for a Visa Confirmation Letter (VCL) through the Moroccan Embassy in Tokyo, Taiwan's Ministry of Foreign Affairs (MOFA) confirmed.

The route remains an embassy-managed clearance rather than an electronic authorization. Taiwanese citizens remain excluded from Morocco's online e-visa portal, requiring applicants to secure the paper confirmation letter before boarding flights to the country.

Business travelers, students, job seekers and family visitors remain excluded from this reopening. Consular staff in Tokyo gave verbal confirmation of the tourist resumption on Sept. 25, but Moroccan authorities in Rabat haven't published a formal decree broadening eligibility to non-tourist categories.

Summer freeze and reciprocal rules

The reopening reverses a sudden suspension from late July. Moroccan consular missions stopped accepting Taiwanese VCL files around July 20, with the Tokyo mission notifying Taiwanese travel agencies on July 23.

Under transitional rules from that initial freeze, travelers who secured a VCL before July 20 could still enter during their document's validity window. New filings, however, remained blocked for two months.

Taiwan responded on July 30 by suspending visa issuance for Moroccan nationals, carving out exceptions only for special cases such as medical treatment, study, diplomacy and family emergencies. Taiwanese officials indicated they will monitor how the restored VCL system operates in practice before adjusting their own reciprocal restrictions on Moroccan travelers.

What travelers and nomads need to do

The reinstated route isn't a visa waiver and provides no authorization for employment, remote work or permanent residence. Remote workers reviewing Moroccan entry rules must treat this strictly as a standard leisure track.

Nomads and leisure travelers holding Taiwan passports need to take specific steps to clear border checks:

• File for a Visa Confirmation Letter through the Moroccan Embassy in Japan or an authorized Taiwanese travel agency before booking fixed itineraries.

• Carry the physical VCL approval at departure, as airlines will deny boarding without verified pre-clearance.

• Maintain proof of onward travel, lodging reservations and funds, because border control officers retain final admission discretion.

Working, freelancing for local clients or setting up a business on a tourist VCL remains prohibited under Moroccan immigration law.

Unconfirmed processing times and fees

Material gaps remain in Morocco's public consular guidance. Moroccan authorities haven't issued a formal government notice detailing standard processing windows, full document checklists or official consular fee schedules for the reinstated route.

It also remains unconfirmed whether applications submitted during the July-to-September freeze are being processed automatically or if travelers must submit new files.

While standard Moroccan e-visas for eligible nationalities target 72-hour turnaround times, those digital guidelines don't apply directly to the VCL process handled in Tokyo. Applicants should verify exact submission fees and turnaround windows directly with the embassy in Tokyo or an authorized agency before committing to nonrefundable travel plans.
