Serbia's nomad residence listing doesn't confirm a new visa launch

Digital nomads appear among the temporary residence categories on Serbia's official foreign-citizen portal, but the listing doesn't establish a newly launched program or guarantee a three-year permit.
How residence applications work
Temporary residence or a combined residence and work permit can last up to three years, depending on the reason for the stay, Serbia's Welcome to Serbia portal says. That's a general ceiling, not a promised duration for every nomad applicant.
Foreign nationals covered by an international-agreement visa exemption can submit residence applications electronically from abroad or during a legal stay in Serbia. Applications must use an appropriate legal basis and include documents supporting the purpose of residence.
Online submission doesn't eliminate the in-person stage. Applicants who meet the conditions for a permit must attend a police appointment for biometric data collection, the portal says.
Which remote workers need different routes
Remote employees of foreign companies and freelancers with foreign clients are the group the nomad category is aimed at, Serbian immigration law firm Stojković Attorneys says. The firm verifies the applicable criteria case by case rather than publishing a fixed income threshold.
Work involving Serbian employers or clients points to employment or independent-professional routes under the single permit system. Operating through a Serbian company points to self-employment, the firm says. A remote-work label alone doesn't settle the route.
Short-stay, visa-exempt visitors can remain within their nationality's permitted visa-free period without a residence permit. Visa D holders seeking temporary residence must apply on the same basis as their visa while it and their stay remain valid, the official portal says.
What is still unclear
The reviewed official pages don't establish when the nomad listing appeared or verify the draft's Oct. 20 launch date. They don't establish a category-specific income floor or complete eligibility checklist either. The three-year maximum shouldn't be presented as a new nomad-only benefit.
Residence isn't a tax exemption. Working from Serbia can create tax and social-contribution obligations even with foreign clients or an overseas employer, Stojković Attorneys says. Before choosing a residence basis, prospective applicants should confirm the current criteria and work rights with the competent Serbian authority.
