A proposed 35.8% increase

Mexico proposes charging visiting nomads and other foreign visitors 1,334.80 pesos ($72) for the Derecho de No Residente (DNR), up from 983 pesos ($53). The 35.8% increase targets visitors entering without permission to undertake paid activities, El Economista reported.

The increase isn't in force. It forms part of the 2027 economic package presented to Congress Sept. 8, 2026 and still requires legislative approval, legal publication IDC said Oct. 8. The proposed changes would take effect Jan. 1, 2027, if Congress approves them, TaxToday México reported.

Quintana Roo business and hotel representatives asked the Chamber of Deputies to reject the increase Oct. 8, Reforma reported.

The extra cost for a visiting nomad

The difference is 351.80 pesos ($19) per chargeable entry. For a nomad making one such entry during a year, that would add $19 to the annual travel budget, not a recurring monthly charge. Dollar equivalents are rounded using Banco de México's Oct. 9 FIX rate of 18.4163 pesos per dollar.

Air passengers pay the DNR when buying their tickets, Mexico's National Customs Agency says. Its guidance provides for payment at a Mexican bank or the entry point for arrivals by land or sea.

Visitor-status nomads pay; Mexican residents are exempt

For remote workers and freelancers entering as visitors without permission to undertake paid activities, the relevant distinction is immigration status. Visa-free entry doesn't itself remove the DNR: the agency describes the charge as applying to that visitor category by air, land or sea.

Temporary and permanent residents with current Mexican immigration documents are exempt under the agency's existing guidance. So are visitors in the nonremunerated category arriving by land for stays shorter than 7 days. Those exemptions shouldn't be confused with the proposal to raise the charge for visitors who must pay it.
