Hong Kong expands Short-term Visitors Scheme to 18 sectors Oct. 1

Hong Kong will expand its Short-term Visitors Scheme from 17 to 18 sectors on Oct. 1, 2026, allowing eligible international visitors to participate in specified paid engagements for up to 14 consecutive calendar days per arrival without an employment visa.

Added sectors and host organisations

Under the expanded rules, the government added social welfare as a designated sector and broadened eligible roles across higher education, finance and international/mega events, the Information Services Department announced. The overall framework covers roughly 490 authorised host organisations endorsed by participating government bureaux.

The new social welfare track permits non-local talent to join workshops, symposiums and research projects. In the three expanded sectors, newly approved institutions can issue formal invitation letters for specialist events, academic lectures and financial forums.

The short-term framework began as a pilot in June 2022, became permanent in June 2024 and last added sectors on Nov. 1, 2025. The program facilitated participation for more than 56,000 non-local specialists across 9,500 activities through June 2026, the government reported.

Terms of stay and compensation rules

Invited specialists can receive remuneration for approved activities without securing a standard work visa, the Immigration Department confirmed. The activity window runs for a maximum of 14 consecutive calendar days per arrival, starting the day the designated project begins.

Visitors can participate in multiple approved sessions during that 14-day window so long as all events match the scope in the official invitation. The policy mandates that invited tasks must advance economic or policy objectives without displacing local Hong Kong workers.

Travelers planning an extended stay in the territory can review Hong Kong's residency rules to distinguish between short-term visitor allowances and formal employment permissions.

Strict limits for digital nomads and travelers

An invitation letter doesn't replace standard border control requirements. Nationals who require entry permits or visit visas must still apply for them before traveling and Mainland residents must obtain regular exit endorsements.

The program doesn't provide an open remote-work route. Remote workers and freelancers can't use the scheme to take local employment, service private Hong Kong clients outside the approved event, establish a business or study at local institutions.

Breaching visitor conditions of stay carries penalties of up to HK$50,000 (roughly $6,410) and two years in prison under the Immigration Ordinance. If a border officer grants a visitor only seven days of lawful stay, the activity window caps at seven days regardless of the scheme's standard 14-day ceiling.

Verification steps for upcoming arrivals

Specialists invited to Hong Kong after Oct. 1, 2026 must secure an official invitation letter issued directly by an endorsed host organisation before travel. The policy establishes no applicant fees, minimum salary thresholds or separate visa application deadlines for the facilitation itself.

Because the Immigration Department hadn't published the complete post-Oct. 1 English list of newly authorized social welfare and financial hosts by late September, invitees must confirm their host's authorized status directly with the sponsoring institution before departure.
